OSS CEO Challenges DNI to Intelligence Duel

WASHINGTON, April 13 /PRNewswire/ -- Robert David STEELE Vivas, international proponent for Open Source Intelligence (OSINT), has publicly challenged the Director of National Intelligence (DNI) to an intelligence duel, with an open letter to the President and all Members of Congress.

"The Aspin-Brown Commission sponsored a test between myself and the entire U.S. Intelligence Community, and I beat them with six phone calls on the topic of Burundi, producing in one working day the top academics, the top journalists, twenty two-page political-military appreciations, a tribal-level order of battle and history, all Russian military maps at the tactical level of detail, and detailed commercial imagery for the entire country, cloud free and on demand in the archives.

"On the basis of that exercise, in 1996 the Aspin-Brown Commission found that our access to open sources is 'severely deficient' and should be a 'top priority' for both funding and attention. A succession of Directors of Central Intelligence (DCI) chose to ignore the recommendation. What you have done with $100 million (in the context of $50 billion or more a year for secret sources and methods) is nothing more than 'lipstick on the pig.' You have learned nothing about reality or the profession of intelligence.

"Congress has failed to provide proper guidance or to heed the follow-on recommendation of the 9-11 Commission calling for an Open Source Agency completely independent of the Central Intelligence Agency.

"This leaves me with no alternative but to challenge you to a public duel. I challenge you to appear with me in public on eleven successive days armed only with a cell phone and a laptop computer. On the first day we will each receive ten questions from the moderator as collected from a public call for prioritization of the threats to America, and we will agree on the sequence for publicly answering one question on each of the successive days. You may use classified capabilities, but the answer must be deliverable to the public.

"Congress, should it desire to demonstrate its commitment to protecting America, will mandate the funding of this exercise -- you get to use your $50 billion per year dead horse, we ask for only $100K per question to cover costs.

"Got game? I don't think you do. You should resign or ask the President to sponsor legislation creating an Open Source Agency outside the U.S. Intelligence Community (under diplomatic auspices), with a Director appointed for life and a Board of Visitors consisting of former Presidents, Leaders of Congress, and Supreme Court Justices.

"I promise you this: if you have the balls to take me on publicly, between us we will make a compelling case for the national intelligence reform you have been unable to inspire from the inside."
